There's something called the 5/10 rule. What it means is that if the raise is less than 5% of the shortest stack (either you or the person raising) then you should always call. if the raise is more than 10%, you should always fold. If it is anywhere in the middle, then you have to use your judgement to decide whether or not you will be able to get the raiser's entire stack if you do flop a set.
A good example is if you know someone to be a very tight player who only raises 1% of hands and you see them raise it to $0.80 preflop. Assuming you both have stacks of $10, if you hold 33 then you can also assume that you will be able to get his entire stack if you hit your set (you're putting him in aces or kings). Therefore, at 8% it is still a call. If the player was extremely loose however, you should fold.
Does that make sense?
And there is nothing wrong with limping in with TT if you're uncomfortable raising with it. I would do the same with JJ and even sometimes QQ when I first started out. It isn't optimal for getting the most value out of the cards, but if you were losing with them then you should at least be able to turn a profit by limping and playing only when you hit a set or have overs.
