I don't think breaking down this law is what is important. What is important is how the various gov't bodies draft their regulations as to if and how it is enforced. I don't think it is going to be as bad as everyone is thinking.

Please give detail as to why you think ISPs can be required to block gambling sites. numerous other people who have read the bill have concluded exactly the opposite.

1. Bush still has to sign it.

2. You'll most likely be able to get your money out. The bill says nothing about withdrawals. Frist's goal isn't to prevent money flowing from a poker site to you, only to prevent flow in the opposite direction. That said, there's always the slight possibility that Neteller goes broke or something as a result of this and nobody gets their money out of it.

We don't know yet how it will be enforced and whether or not sites will cooperate. We'll have to wait and see.
