A few thoughts...

As I understand it, this bill does make playing online poker any less legal than it was before. As far as the Federal government is concerned, it's been illegal all along. So nothing has changed in this regard. Which is good. But of course this means nothing if the poker sites decide to ban all U.S. players, which is probably worst case scenario.

I know there is language in the bill aimed at middle-men companies like Neteller, but don't understand how this can be enforced.

Does anyone have a good understanding of the part about ISP restrictions?

From what i can tell, withdrawing money wont be a problem. You may need to get a check from Neteller instead of direct deposit to your bank (if Neteller is affected which is unclear). The Neteller checks have no mention of "Neteller" or anything like that on them so I dont see how a bank would deny them.

Now, gettign money INTO the sites, could be the big problem if Neteller is "outlawed" or "blackballed" or anything like that. I think there will be ways around this eventually but Im in the dark just like everyone else.

If Neteller is not classified as a gambling site, its not affected. The banks still could "blackball" the site out of trying to cooperate with the govt, but then I would assume new money transfer sites would pop up.
