There are like 15 issues floating around and are not clearly defined. I'll attempt it:
Premises:
Terrorists are bad, we need to keep them out.
Migrant workers are good, we want them here.
Illegal immigrants may or may not be bad. If they are criminals they are bad. If they are workers they are good.
Migrant workers, whether legal or illegal, are a net plus for the US economy.
The remaining illegal immigrants, the ones that are not here to work, are almost certainly a net drain on society and we do not want them here.
Issues:
How do we keep the terrorists and n'er do wells out, while letting the laborers in?
Bush's solutions:
1. Border fence: - I think this is a terrible idea from the standpoint of effectiveness in acheiving the stated goal.
2. Comprehensive guest worker program: - A really fine idea that legitimizes the migrants that we want legitimized.
Other solutions:
1. Comprehensive amnesty program:- Seems like a good idea for workers that are already established here, albeit illegally. Also provide amnesty to employers. Then, once the guest worker system is in place, there is no reason for legitimate workers to not use the program.
2. Open borders: - Classic libertarian argument. If it was not for the danger of terrrorists entering the country freely, I would support this. The whole purpose of a generous guest worker program is to allow the "good" ones in, and keep the "bad" ones out.
