Hand 1: not a standard fold. if you have more info on him regarding bet sizes and what he typically does with AA, then you can start to consider folding. Here, he's just pushing in behind a short stack push. You also need to consider what your table image is. If you haven't raised a hand in the last 50 hands, then maybe you can fold. He can easily have AK in this spot and you are well ahead of that.
Hand 2: I disagree with everyone previous. Why would you reraise or push in preflop against a LAG with a hand like KK? You are telling the LAG you have a big pair or AK when you do that. He has to be braindead to call a push without aces or kings. If you reraise and he has any clue, he can put you on a very slim range and play near perfect against you. Flop comes Q high with rags and he does what LAGs do. You call, which begs him to try and push you off your hand on the turn, which he does. You announced previously that you had KK and showed that you didn't want to play for your stack with it, so pretty much he's thinking if you don't have QQ or AA he's taking this pot down.
If you aren't comfortable playing oop against a LAG with a big pair, then push in preflop and you won't have to worry about it, but I think you are leaving a ton of money on the table unless he's a LAGTARD and will call your push.
