Flopping a small set.. how to extract max value

Preflop: Hero is SB with [4s], [4c]. Hero posts a blind of $0.10.
UTG calls $0.25, 1 fold, UTG+2 calls $0.25, 2 folds, CO calls $0.25, Button calls $0.25, Hero (poster) completes, BB checks.

Flop: ($1.50) [4h], [2c], [Td] (7 players)
Hero checks, BB checks, UTG bets $1.45, UTG+2 folds, CO folds, Button calls $1.45, Hero calls $1.45, BB folds.

Turn: ($5.85) [Js] (4 players)
Hero checks, UTG bets $5.6, Button calls $5.60, Hero calls $5.60.

River: ($22.65) [2s] (4 players)
Hero bets $21.55

I was considering the possibility of a higher set. Is this the correct way to get maximum value considering I have no real read on my opponents?

I think you played it fine. I like the passive play here because the board is totally uncoordinated. However, I would have check-raised the river against most opponents.

Your opponent obviously likes his hand enough to bet full pot on the turn, not something you often see. But unless he's a total nutpeddler, I doubt you're oversetted by JJ or TT. I think there's a good chance he limped in early with AA-QQ and thinks he is trapping his opponents. Either that or he is trying to bully the table on a rag flop with AK/AQ/AJ. Even so, the 2 is not a scare card... no real reason to think that most opponents would check behind you there, so I don't like to move all-in in front.

being first to act and (2 more players?) converter said 4 people in pot but only count 3 on the turn, anyway gotta figure someone will take a stab at it. Go for a check raise on the river. Set over set is the furthest thing in my mind when i flop a set. If it happens, so be it. Doesn't happen enough to be an issue.

TPTK might have a problem calling your pot sixed bet on river. Better to let them put some extra money in first, then jam it.

I would check-raise the turn, maybe just min check-raise, given that stack sizes are small compared to the bet size. You just want to pot commit them for when you push on the river. If possible I prefer not to chk on the river, in case they check behind. They're showing good strength, so make them put the money in the middle on the turn.
