I raise and make it $25.

1. You might take the pot down right here.

2. If you don't, you have a hell of a lot of outs and since you have position, it's going to be hard for him to bet out on the turn whatever comes, so you should get another free card. If he does call the raise and lead out on the turn, it's back to pot/implied odds and the size of his bet to see whether you call that or not.

3. If he re-raises, it's an easy fold.

I'm against cold calling because you get no information about his hand. If the turn brings a J Q K or A and he leads out, what then? If you call and don't improve on the turn and he bets again, you really can't call and raising won't be as effective.
