Beleive me, the short stack fools do the same thing all the way up the food chain. They but into the $1000NL game with $100 or $200 all the time. (min is only 10BBs at Prima).

Notice what you said though. They go all in and lose, then rebuy...go all in and lose then rebuy. Almost all of them suck and they continuously lose so why fight it? Just take their money. If they were buying in for a full stack, they wouldnt play like that.

As far as the other stack size question. I pretty much ignore that when I pick a table.
I mean I do watch the big stacks to see if they are idiots who got lucky (and then I go after them) or if they are good players who built a stack (and then I avoid them for the most part).

Im not sure people really leave the table when you get a big stack. Ive never noticed that happening.

Just try to adjust to the table. If people are avoiding you when you have a big stack and they are folding too much, then bet more with marginal hands.
