Semi-Bluff All In at the turn

I have played this opponent for about an hour and been successful at raising his blocking bets and stealing, or actually holding a somewhat valid hand.

.50/1 NL
In ($180) I open raise [Ac] [7c] $4, I'm the seat next to the cut off, button calls, the big blind ($90) min raises, I call, button calls.

Flop $22
[4s] [2c] [3c]
Big Blind leads for a whopping $1, I raise to $15. Like I said, I've had good success winning right here or at the turn with my follow up bet in situations like this a few times earlier. I figure I have a ton of outs, any club, 5, or A is likely to be good, and my hand should look much larger than what it is anyways. Against a pair that isn't AA I'm probably on the good end of the coinflip.

Not the card i wanted but he only has about $10 more than the pot and I still have a ton of outs. He checks, I decide to move in, he calls.

My thoughts, I think I should have moved in on the flop, but decided that I have more of a chance to get him to call and fold at the turn, although I do like my flop raise. I guess I over estimated the folding equity in this hand from previous experience where he may have held a no pair hand and took one off the top and missed. He could be thinking shenigans as I've been pushing him around for a bit and decided to take a stand. I think checking thru on the turn was better than all in, after all I still had a ton of outs and checking is free. I'm not unhappy with moving in, but think I could have played it better, the thing that muddled my choice was his stack size, if he was deeper I would have been tempted to take the free card or make a bet accordingly. I figured if I bet half his stack it was only going to induce him to push, which I would have to call, but if I put him in, it would make folding easier for him.

I agree pretty much with the principles you state, just have some issues with betting quantities.

I like the semi-bluff, but it's not big enough imo. I like $25 there (I think all-in is excessive).

I also don't like continuing on the turn. If he's so ridiculously passive on the flop, he'll give you the free card, as he does. I think it's an optimal situation to use your position on BB. You might get really lucky and have him bluff into your made nut flush on the river with an all-in.
