IMO, if you're going to reraise here (but not all-in) you should state the amount you're going to reraise, what you'll do if villain reraises, and then what your plan is for the flop if villain calls. If you reraise and get called, the pot will be a little bigger than your stack and usually overcards will flop. Yuck.
I think Villain's range here is pretty big and you have 23BBs left which seems OK for a resteal (maybe a little deep). I think I like shoving better than reraising.
Or calling and leading a lot of flops (default would be ~2/3 pot).
So I think I agree with you Jimmy...or at least I think that shoving or calling are the best plays and folding or reraising are the worst.
