BB is 30/10 and full stacked.

1. I raise to $4 UTG with [9h]

[9c], only BB calls.

2. Flop [9s]

[4d][3d], pot $7.5. BB checks, I bet $6, BB calls.

3. Turn [7h]

, pot $19. BB checks, I bet $15, BB calls.

4. River [2d]

. pot $48. BB leads $38....

Both draws got there which sucks hard, nevertheless I'm getting a little better than 2:1. Is this a call?

I would call here too. Would a full pot bet on the turn make any difference..would that make a draw more likely to fold on the turn?
