Uhm I understand what you are saying, but I still don't think its logical. Check it out:

If I pick 100, and he picks 99, he gets 101 and I get 99. There is no reason to pick 98 because the maximum is still 100. I can see an argument for picking 99 or 100 but no less.

If you pick 2, the max you can get is 4. This is obviously illogical. Think in terms of expected value pls.

If you make the penalty even just $15-$20, it quickly becomes clear that you want to move down the scale pretty fast. I agree it's highly counterintuitive with a penalty at just $2.
