I'm all for bashing Bush and I'm not sure the administration is "incompetent" as much as "morally bancrupt" but...

Even if we assume Bush is an idiot, and the politician responsible for CIA is too, that still has nothing to do with failing to find OBL. As a politician you just give the order, it's up to the beureucrats and servicemen to carry them out. Bush isn't supposed to come up with a plan for capture, he's supposed to give a professional an order to come up with a plan, then confirm that plan and give the order to execute it.

Yah but Stony, the Bush admin has replaced many of the people who actually know how to accomplish things with people whose main (only) qualification is being Republicans.

And then they have had top guys with no experience or qualifications micro-managing the plans drawn up by the remaining experts.

You can't do as many things as badly as the Bushies have done them without having a sweeping ability to eliminate or work around people with expertise and competence.
