CO 21/16 raises to $4, I call on the button with [8h]

1. Flop comes [Qd]

[Qc][5d], pot $9 CO bets $7 I call.
2. Turn comes [3h]

, pot $22 CO checks I bet $16 he calls.
3. River comes [4d]

, pot $54. Hero?

I feel like he's most likely got 88-JJ here. I also think he'd most likely fire a second barrel with a flush draw or a queen on the turn given the two diamonds on the board. How much do I need to bet to take this down?

IF you're going to fire...it has to be 45ish...30 is way too low and gives him 3:1
