This is really read dependent but in general I would almost never 3 barrel bluff at this level, there is to much in the pot that you are getting call most of the time here. If he has a jack he already made it pretty clear he is going down with the ship here. He could have been on a draw, KQ and Q9 you actually win at showdown or 89 is planning the ever popular river CR.

JTx hits so many holdings and I've seen weak players calling 3 barrels with JK so many times that I stoped doing it. (Regulars is another issue.)

In general in lower limits VB >>>bluff. (If you had AJ I like a push.) In the higher limits one needs to mix up his play more adding semi-bluffs and bluffs in the right spots.
