The House will not be the problem , it will be the Senate. In the House, the Majority party has much more power than the Senate. If Frank pushes it through to committee, it would pass the House, as most democrats would not want to make the Finance Committee Chair angry when then need their own money for their districts. In the Senate, however, it only takes one Senator, like Diane Feinstein (D) of CA, whose was passionately in favor of this on "moral" grounds, to gum up the works with a filibuster (I don't think their would be enough votes to end a filibuster, 60 are need, and I doubt enough Republicans would come over). The only way I see this working is if the House passes it, and then Harry Reid pulls a Frist...attaching it to some other piece of legislation that no one is willing to spend policitical capital to hold it up, and something that the President could not veto without shooting himself severely in the foot.
