Opponent is pretty laggy and aggressive, but I haven't seen him push this hard before. Is this more likely a set or top 2 pairs and he doesn't want to have a scare card come out? What should I have done?

I would re-raise the flop because any 7,8,9,T,J,Q is a pretty sucky card for you on the turn and would make the hand more difficult to play, esp OOP.

As played, shove the turn. It's hard to put him on a range without knowing what happened PF, but he could have 88-AA (more likely if he raised pf) or 89, 8T, 9T, TJ or Jx with diamonds or something if he limped, as well as QT of course but you beat a tonne of hands and lose to only one.
