How about min raising the flop? Villain will often be confused and check behind on the turn. Of course, that hurts implied odds a bit.

Check/folding on the flop is very acceptable IMHO.

If the sum of your effective implied odds + the pot odds is greater than the odds against your pot winning draw coming in you are making a mistake by not betting.
