The age of consent part of the story is interesting.
16 is the legal age of consent in Washington, DC. So if Mark Foley had sex with these boys, that was legal.
However, due to laws that Mark Foley himself was utterly instrumental in passing, it is NOT legal, anywhere in the US, to use the internet to ARRANGE to have sex with someone under 18. So the instant messaging to set up having sex was illegal, although having the sex itself was legal.
Bizarre stuff.

Are you guys being fair to Rep. Foley? We now find out he was an alcoholic. He went into rehab. Also, he says he was one of those good Catholic boys abused when he was young. He says he is the victim here.
