I set up my netteller account recently, but I have a question...do I have to make a deposit into the account for it to be active? I have my bankroll, about 200 bucks, at Party right now, since I started it using the free bankroll promo. Can I just have Party put that money in neteller or should I make a deposit from my bank?

You do not have to make a deposit.
You can use your neteller account to transfer from one poker website to another.

I had this same problem awhile back. I made a neteller account and cashed out from stars into it. When I would go to login I was greeted with the "first deposit, blah blah page." I called support and tried to explain my situation, but they really weren't getting it. So, anyways I was tearing through forums looking for an answer since I had 500$ locked up in there that I couldn't see. Not sure if you have the same problem as me, but there are a couple ways to fix it. Either call support/live chat and get them to get rid of the initial deposit screen because you are depositng directly from a merchant. The second way is when you login, like after you put in your ID, and password you change the URL up top. It says something like http://www.neteller.com/members/firstdeposit just delete the firstdeposit thing and it will let you in. That url is from memory, but the same basic idea applies. The way I finally took care of it was I tried to deposit 15$ from my debit card for fun to try and unlock it. It promptly got denied, I got harassed by neteller and my account was fully viewable yay! Basically I suck and hate dealing with people on the phone, but that is probably the best soution.

Either way I agree with the above posters neteller is the fastest/easiest/secure way to go with online poker transactions.
