1 - Is this not an raise calling hand in position against a hijack raise?
2 - With top 2 pair and 2nd nut low draw (flop)/made (turn) is anyone folding when he pots turn again? He'd have to have AA23 or QQ23 to beat me both ways and I don't think he's raising QQ23. Or A2K3 hearts?

He had AA but I had the better low draw and hit it. If I had just a bit of a stronger hand either way (flush draw for high, nut low draw) or a slightly smaller stack (less than $15) I would have raised flop and we would have gotten in then.
