University student shuts me out of class? What's my play

To sum things up.

We've this course called Skills and it is run by 2nd year's who help us through our first year. We've to do presentations, write essays and stupid stuff like that.

The situation:
My 2nd year is a friggin retard, he's lazy and thinks he's the shit. I had an appointment with him this Friday about my progress this year. I show up at the given time. He doesn't show up in 15 minutes i write him an email about how we could reschedule since he forgot etc. Now he calls me 10 minutes after my appointment should have ended and is all cool about the situation. I tell him i try to drop by later on that day but i end up not being able to.

I write him an email this sunday about the new appointment we should make since this conversation is necessary to pass that class.

Now he mails me Monday morning all cocky with the text this is much too late that he should have had it all done by sunday and that is won't be "so easy" to make another appointment. He remembers me on the side that i need this class to pass. He tells me to respond ASAP so he can see what he can do for me.

NO WORD about how it was his fault he didn't show up in time, no word about me trying to reschedule and showing iniative.

I call him Tuesday Morning (10 minutes ago) and he asks me why i called this late and how this is much too late.
WHAAAAAAAAAAAAAAAAAAAAAAAAT? (Dave Chapelle impresiion)
I responded within 24 hours WTF IS THIS!!!!!!!!!!!

He tells me this is too late and that he will see what he can do for me. And keeps asking why i didn't respond earlier.

Now i'm probably screwed by this guy, i have a couple of options.

Complain by his supervisor? (right now or should i wait for him to rearrange apppintment?)
Write him a mail telling about all the mistakes he made so he better fcking arrange somethin or i'll kick his face in-kinda mail??

See if you can work it out with him without jumping through hoops. Let him have the last word if necessary, doesnt matter. But if he continues to make it difficult, go to the supervisor.

Do not, under any circumstances, flame him or send an email with threats. if this goes to a supervisor and he has a different story so its your word against his, its important that you appear credible and rational.

Send him a warm, personal e-mail that does not have blame in it. Just a statement of the facts and a request for a meeting. You missed a meeting. Maybe you left him hanging all day. Write him an e mail that states all the facts as evidence to show his supervisor. You said this....I tell him i try to drop by later on that day but i end up not being able to.

The word try is always offensive. We don't try to make meetings. We either go or we don't. If a child is hit by a car, we don't try to call an ambulence. We call one;.
