One thing that article doesnt mention is that while distributions of allelles differ significantly among ethnic groups, the resulting physical manifestation in many cases depends on more than a single gene. So while you'll find pronounced racial differences in stuff like incidence of a certain disease where a single or small group of genes account for it, in areas like intelligence and behaviour, it is highly unlikely that all the hundreds of genes related to these have cohesively mutated into a different strain in different parts of the world. So outside of extreme cases where a single mutation has resulted in something like a hormonal imbalance, among normal people, its statistically highly unlikely that the differences can be traced to genetic patterns.
And thats after ignoring the 'nurture' part of the equation and the fact that there is little evidence that some areas select for intelligence more than others.
