Perhaps this is a stupid question, but what do you mean when you say you "detain" the suspects until further investigation? Are you handcuffing them and placing them in your patrol car?

On another note, Ice, I really don't understand why you wouldn't find this suspicious and worthy of investigating:

I'm on routine patrol in a rather affluent neighborhood. I see a beat up cadillac with duct tape covering one rear window and one fender is a different color than the rest of the car. Its being driven very slowly down an alley which leads to the driveways of houses on both sides of the alley. The car is driven by a white male who is looking side to side as he drives slowly down the alley. (notice the one change I made)

So you're saying because it's a white guy driving, you're going to assume everything is okay. But if it's a black guy driving, that's the deciding factor for you to detain him?
