I would look into using a Content Management System. Depending on what your Web Host allows there are a lot of free ones available.

Here is some info and a good list. I personally have used Wordpress and it is easy to work with and has a lot of templates available online for the look and feel.

A CMS is good to get a site up and running quick but might be overkill and each one usually has some what of a learning curve.

nvu is an open source WYSIWYG page/site creation software. It's kind of along the same lines as dreamweaver but not as many bells and whistles, but hey, it's free.
