You can still play for a long time to come, at least at some sites. As long as the sites are up and functioning, you can play. Party will go down for Americans this week probably. Other sites ... well, no telling what will happen. If a specific site is not up and functioning, you'll know it when you try to play there....

I'm sure there will be some way to get your money out. But just to be safe I went to the site (and empire, too) and cashed out all my money tonight.

After this bill goes into affect will US banks still allow deposits from Neteller/Firepay?

There is nothing at all in th ebill that affects cashouts. Only deposits, so yes you can still get your money out.
