I am surprised time and time again how at the beginning of a session the whole table will seem pretty decent but by the end very few people are still playing solid. I like playing with people who are stuck.

This one is never clear cut. If you are playing B&M, why wait for a new table to start. Sit at the table that has been playing. If the table is full of tight players and there is no action ask for a table change. Both new and old tables can be both good and bad.
