I see the stacks now.

I still think a fold is a way worse play than a call. I'm calling that bet, and I think you'll win more than enough to make this a +EV play.

If this was a $200+ table it's a different story, but a $50 table this is a call IMO.

I'd expect to see bare queens too often in these games to fold.
But I definitely wouldn't be thrilled about calling.

I like your river 3-bet... there is certainly value there.
