the only thing that makes sense is a bluff (missed draw) or the nuts. i believe he has Q9 here or possibly 97 but nothing else value-wise.
the facts are:
he check raised u on the turn - > strength
all in on the river -> strength
put in $350 in a 1/2 NL game -> extreme strength
he knows you are a tight player and has something good
