There's really only one question... why are you sitting with less than half a buy in?!
As BP says, call is out of the question. If he's really laggy you could push but most players won't re-raise preflop without a higher PP than TT, if you're lucky he has AK but either way you have no fold equity and are probably better off folding.
I suggest you get yourself a full buyin and start limping TT utg
Don't your starting hand requirements loosen somewhat when up against a short stack?
I think he'd do that to a short stack with a weaker hand than TT. Heck, I'm surprised he didn't just push in given Mike's stack, so he's probably holding something weaker than TT.

See... EXACTLY the reason to rebuy right away is your second example... You got it allin w/ TT v. JJ, spiked your miracle card, and only made $64 out of it... If that happened to me, I'd be more pissed over the $136 that I DIDN'T win on that hand than the $64 that I did...
And, I'm limping Ts like 90% of the time in EP, just so I don't have to get involved in the predicament you found yourself...
