QQ 'steal raise' w double stacks (100$ 6max)

6max Tribeca. My hand from hell, mostly as a result of me messing it up real badly! :evil:

3 folds, I do my standard size steal raise to 3.5$ OTB w [Qh][Qc] (Stack 237$). I like this size bet when first in LP because:

1) it tempts blinds to call with mediocre hands against my monsters
2) makes the CB cheaper when I hold more average hands (and still seem to work just as well)

Anyway, smallblind (211$ - 60/24 donkish) calls. Bigblind goes All In w 18.77$. I considered raising, but forgot about the double stacks and just flatcalled (?!). Smallblind calls.

Flop [9d][7s][3h] - 56$.

Smallblind checks, I bet 35$ (?!), he min raises to 70$. I'm beat by AA, KK, 99, 77, 33. Ahead of JJ, TT and possibly other weak hands he might have connected with. Tough spot, but I call (?!).

Turn [10d] - 196$. He has 123$ left, I cover.

I check, he bet 16$ (what???). Is that really weak or is he trying to milk me? I decide not to push, but can't possibly fold to that and call hoping for a cheap showdown.

River [Kh] - 228$. Hate this hand. I check, he bets 16$ again. I call and have to admit I'm happy getting a showdown without being all in! (116$ left)

I have zero problem with any street. I also don't understand Twelver's question.

If he's milking, you got off super cheap. I think you're ahead here most of the time.
