How to handle this guys large raises?

Why am I risking $1000 to win $180? I dont think hes going to call more than 1 time in 10 because I dont think he'll call w/o KK or AA.

If he does call, I may well have the best hand with AK and if he has a pair QQ or below, Im a coin flip.

I think its more like Im stealing $180

Well he might be doing it with AA-KK-QQ.

The best thing could do just stay away from him without the goods. Isnt that the way to go all the time?

Well, Alex's point is one reason why I prefer a smaller amount to the all-in. But I think the real point here is that this player's raising strategy actually makes AA/KK particularly UNLIKELY here--presumably way less than 10%.

Just as point of interest: Let's say you have a player that makes the same big raise consistently on JJ-AA, and AK, and you're holding AK. Let's call it a $120 raise with stacks of $1,000, and he'll only call with AA/KK. Well, there are 6 total of AA/KK. There are 9 remaining AK hands, and there are 12 total of JJ/QQ.

This player calls 6 times and folds 21 times, so you can't really do it, although you do beat KK 25% of the time when KK calls (and even sometimes against AA, although that takes a virtual miracle).
