Villian is fairly bad. Generally WT. He has been raising my blind and I have been 3 betting a good amount. What does he need to call this?

I think a real question is not what he needs to call that, but rather what could he play like that, so that you have any folding equity?
After he min-3 bets you on flop you have no folding equiy IMO. Especially against a weak tight player. I even think that you should consider folding it there, smells like QQ or 8x to me. (I even unsure that he can have AA or KK here.)

I think that your flop raise is a bit too big, I like 33 much more than 48. Both raises will have the same effect in terms of putting the pressure on your opponent, but with 33 you'll lose less when behind. I am also unsure if I want to escalte pot with a draw on a paired board. (Put a [2d] instead of [8d] and I like it much better.) After his flop 3-bet I would just call and see what he does on turn.

sadly you are behind 95% or more of his range after the river I think.

Either way to answer the question, I think he might also have had a flush draw and depending on how big it was, you might have gotten real lucky or unlucky.

The thing is, if you say he is weak/tight... what is he min-reraising you with on that flop??
